The applicant proposes the construction of four commercial buildings totaling 28,278 square feet and a 9,000 square feet parking garage on a vacant parcel in the B-2 General Business Zoning District. The site is adjacent to Washington State Highway 16 on the west and Canterwood Blvd on the east, within the vicinity of St. Anthony’s Hospital. The site contains steep slopes, wetlands and an unnamed stream. The project proposes significant fill to account for the extreme topography of the site and the filling of two category IV wetlands. Mitigation is proposed through the creation of on-site wetlands and the removal of an in-stream culvert. The project provides for two access points from Canterwood Boulevard. A parking garage under the northern-most building is proposed and drive-through facilities on the other three buildings are also proposed. The conditional use permit is required to allow for the site’s proposed drive-through facilities.
